The rapid adoption of artificial intelligence by state and local governments presents both transformative opportunities and urgent challenges. AI can enhance efficiency, service delivery, and decision-making, but also introduces new vulnerabilities that cyber adversaries can exploit. Ransomware groups and nation-state actors increasingly target state and local systems, and AI implementation often outpaces the development of robust safeguards. This project examines what North Carolina is currently doing and what it can learn from other states about securing AI adoption for public entities. Through comparative analysis, it will explore governance frameworks, cybersecurity strategies, and collaborative models that balance innovation with public trust while ensuring transparency, accountability, and fairness.
